Guidelines on Importing and Operating Drones in Uganda
Understanding Drone Regulations in Uganda
Guidelines on Importing and Operating Drones in Uganda — If you plan to bring a drone to Uganda for filming or recreational purposes, it’s crucial to grasp the guidelines that the Civil Aviation Authority (CAA) has established. Since May 20, 2020, the CAA has clearly outlined procedures for using drones in Uganda, categorizing them based on purpose and usage. Drones serve as versatile aircraft commonly utilized for both recreational and professional endeavors, often operated within visual line-of-sight (VLOS) and Visual Meteorological Conditions (VMC). However, special authorization may be necessary, particularly when operating near aerodromes. Importantly, drones must comply with specific operating conditions, including altitude restrictions, distance from populated areas, and airspace regulations.
Procedures for Importing and Operating Drones
To import and operate a drone in Uganda, travelers must follow a structured process outlined by the CAA:
Identify Relevant Ministries:
Determine the Ministry responsible for your drone activity and request a letter of no objection from that Ministry.
Obtain Military Clearance:
Secure another letter of no objection from the Chief of Defence Forces in Uganda, attaching the initial letter from the relevant Ministry.
Importation Clearance:
Once military clearance is obtained, proceed with importing the drone into Uganda, ensuring clearance from the Uganda Revenue Authority (Customs) at the point of entry.
Seek Permission from CAA:
After importation, obtain permission from the Uganda Civil Aviation Authority by writing to the Director of Safety, Security, and Economic Regulation, detailing compliance with relevant guidelines.
Documentation Requirements:
Prepare and submit documentation, including a drone operations manual, pilot’s training certificates, geographical location details, and insurance certificates.
Authorization Fee:
Pay the authorization fee of Uganda Shillings 200,000 plus 18% VAT at the Uganda Civil Aviation Authority office at Entebbe International Airport.
Issuance of Permit:
Once application criteria are met, the Uganda Civil Aviation Authority will issue a Drones Operations Permit, specifying operating conditions and registered operator particulars.
Additional Considerations for Filming
For filming activities in Uganda, including drone footage, additional steps must be taken. This involves obtaining media cards from the Uganda Media Council and clearing filming equipment with customs at the point of entry. To streamline the process, travelers can seek assistance from local authorities, such as the National Forestry Authority and Uganda Wildlife Authority, for permissions related to filming in specific areas like forest reserves and national parks. Trek Africa Expeditions offers comprehensive support for travelers seeking to navigate the complexities of drone importation, filming permissions, accommodation, transportation, and clearance processes at entry points into Uganda. With our expertise, you can embark on your filming adventure in Uganda with confidence and peace of mind.
Press Accreditation Process
Before starting any filming project in Uganda, it’s imperative to secure press accreditation from the Uganda Media Council. Each crew member must undergo this process, which involves obtaining a media card at a cost of USD 175.00 for 30 days or USD 225.00 for 60 days. The accreditation procedure entails filling out Form G, providing passport details, and submitting a letter from the filming company outlining project specifics. Trek Africa Expeditions facilitates this process, liaising with the Uganda Media Council for card processing, typically completed within 2-3 working days.
Visa Procurement
For international filmmakers, obtaining a tourist visa is essential. While some opt to secure visas beforehand, visas can also be obtained upon arrival at entry points like Entebbe International Airport. Tourist visas are available for USD 50.00, facilitating immediate entry into the country.
Trek Africa Expeditions offers tailored transportation solutions based on filming requirements and terrain conditions. Customized 4×4 Land Cruisers or Safari Vans, equipped with drivers/fixers, are recommended for navigating rugged terrains, with rental costs ranging from USD 200 to USD 250 per vehicle per day.
